【摘要】GDP已经不再能全面反映那些对人类的生活和幸福(包括安全、生活舒适、收入分配及干净的环境）起着至关重要作用的因素。资本主义之所以不能帮助改善人类的福祉状况，最主要的原因在于，它没有正确理解金钱的本质。经济发展的最终目的是幸福，人活着就是为了快乐。而真正的幸福只需两样东西：高尚的行为和物质的富足。幸福是生活的目的，而美德是幸福的基础。应该建立一种新的幸福经济理论，即通过使用一个核算系统测算出幸福状态。这就是真实财富理论。中国的小康社会概念将绿色GDP核算体系和可持续发展纳入进来，正是践行真实财富理论的尝试。中国正在通过小康社会建设向世界展示一条真正的经济发展的新路。

Abstract
GDP has failed to capture the factors that make a difference in people’s lives and contribute to their happiness (security, leisure, income distribution and a clean environment.At the heart of the failure of capitalism to improve the wellbeing conditions of humanity is the failure to understand the nature of money, the impact of fractional reserve banking on the destruction of natural, human and social capital, and the significant impact of usury (charging interest on money created) on the destruction of the human spirit.Genuine happiness required only two things: virtuous action and sufficiency of material goods, the use of which was necessary for virtuous action. Happiness is the aim of life and virtue is the foundation of happiness. It is necessary to lay out a road map towards building a new economy of well-being using an accounting system for measuring the well-being conditions in communities that are grounded in the values and virtues that matter most to citizens. This system can be called as Genuine Wealth. China's Xiaokang seemed to suggest a society of green GDP accounting that was based on the notion that genuine well-being achieved when the majority of households have met their material needs; people are living lives of moderation and there is equitable distribution of material needs for all. This very practical philosophy of moderation promises to yield a peaceful and harmonious society.China is genuinely committed to this new path of so-called harmonious development and developing new measures of well-being and progress.
